Rakyat didahulukan - for sure
When the 1E-mail project was first announced, the PM unequivocally said it was a government initiative.
Then he says it cost 50 million smackeroons.
Rage. Outbursts. Ridicule.
Then PEMANDU stepped in. The website was changed from government initiative to private initiative. The objective was obvious, ie, to tell the people that it is not their money but Tricube's money. To maintain the "free" factor.

Now I know why the motto is rakyat didahulukan.
It means the government will change info when the rakyat expresses unhappiness. The customer is always right kinda thingy.
The only thing is instead of taking into consideration what the rakyat say and improve services, our government just change info to suit what the rakyat say.
